Grants ranging from $2,000 to $20,000 to New York public schools, school districts, and childcare institutions to purchase food-related equipment. Nonprofit applicants must prequalify in the online grants system prior to applying. Funding is intended to improve the infrastructure of the National School Lunch Program (NSLP). This will be achieved by providing the opportunity for schools to purchase equipment to serve healthier meals that meet the updated meal patterns, improve the overall quality of meals, improve efficiency of production and service, and expand participation in school meals programs.

The equipment purchased with the FY 2018 NSLP Equipment Assistance Grant must be used to support the federally assisted school nutrition programs. Equipment may not be purchased exclusively for programs outside of the NSLP. However, when a RA participates in other school meal programs (such as the School Breakfast Program (SBP), After School Snack Program, Fresh Fruit and Vegetable Program (FFVP), Summer Food Service Program (SFSP)), in addition to the NSLP, those other meals programs may benefit from equipment purchased with FY 2018 NSLP Equipment Assistance Grant funds. For example, if a RA participating in the NSLP and SBP purchases a new refrigerator with the FY 2018 NSLP Equipment Assistance Grant funds, food items for both federal programs may be stored in the refrigerator.

Focus of SFA Grants:

The equipment request and grant application submission must address how the equipment improves the quality of school meals.

The application will also address one focus area from the following:
- Focus 1: Food Safety
- Focus 2: Efficiency of School Nutrition Operations
- Focus 3: Expanded Participation

Grant Amounts: A minimum of $2,000 up to a maximum of $20,000 per Recipient Agency (RA).

Applications must request equipment that is allowable under this RFP, and has a minimum award value of $2,000.

Term of Contract:

Project dates are 8/1/2019 - 7/31/2020.

Additional Eligibility Criteria:

All Recipient Agencies (RA) under a School Food Authority (SFA) participating in the NSLP in New York State are eligible (including public school districts, nonprofit nonpublic schools, charter schools and residential childcare institutions).

Priority will be given to RAs with 50 percent or more students eligible for free or reduced price meals and to RAs that did not receive a previous grant award through the American Recovery and Reinvestment Act (ARRA) Food Service Equipment Grant, the FY 2010, FY 2014, FY 2015 or the FY 2016, or the FY 2017 National School Lunch Program Equipment Assistance Grant for School Food Authorities.

The SFA will apply on behalf of their eligible RAs. The SFA will submit a separate application for each piece of requested equipment for an eligible RA.

Equipment Assistance Grant Applications will only be considered if they meet the following Mandatory Application Requirements:
-Applications must be submitted by an eligible applicant that is currently approved to participate in NSLP or that receives formal SED approval to operate NSLP by the application deadline.
-All non-public applicants must include a current Certificate of Occupancy from the local government authority having jurisdiction for determining compliance with applicable Building Codes of New York State and current building Fire Inspection that indicates no violations from the local government authority having jurisdiction for determining compliance with applicable Fire Codes of New York State for the RA building in which the equipment will be placed.

Applications requesting equipment with a unit cost that is less than $5,000 must include a copy of the Capitalization Threshold Policy that demonstrates that the equipment cost equals or exceeds the capitalization threshold.

The Notice of Intent (NOI) is not a requirement for submitting a complete application by the application date; however, NYSED strongly encourages all prospective applicants to submit an NOI to ensure a timely and thorough review and rating process. A nonprofit applicant’s NOI will also help to facilitate timely review of their prequalification materials.

The NOI due date is February 4, 2019.

Proposals received from not-for-profit applicants that have not Registered and are not Prequalified in the Grants Gateway on the proposal due date cannot be evaluated.

Fully completed applications including one original and two hardcopies must be postmarked by February 19, 2019.
