Grant Description
Grants to New York nonprofit developers, for-profit developers, and community housing organizations to address housing issues in eligible locations. Funding is intended for the acquisition, construction, and/or rehabilitation of housing units. The purpose of the program is to provide low-income populations with safe, decent, and affordable housing and to alleviate the problems of severe rent burdens, homelessness, and deteriorating housing. Eligible properties must be located within the City of Utica's service area.

Each project or program assisted through the HOME Program must use 100 percent of its HOME funds to assist families with incomes below eighty (80) percent of the area median income. For rental housing more restrictive income eligibility provisions apply. Ninety (90) percent of the occupants of HOME-assisted rental units must have incomes that are sixty (60) percent of less of the area median. Twenty (20) percent of the units in each rental housing project containing five (5) or more units must be occupied by tenant families with incomes at or below fifty (50) percent of median income.

- Proposal Submission Deadline: Friday, March 17, 2023 by 12:00pm

Priority will be given to those applications received on or before any deadline date, if applicable.

All applicants must submit one (1) original hardcopy and one (1) electronic copy in PDF format of all required and support documents.

HOME Program funds are available on a reimbursement basis only and will cover approved budget costs associated with the approved proposal only.

Match funds equal twenty-five (25) percent of HOME Program funds requested.

Term of Contract
Project should be ready to implement within six (6) months of award of funds.
