Grants of up to $4,000 to New York government agencies, nonprofit organizations, school districts, schools, IHEs, and libraries for activities that increase participation in the census in eligible regions. Funding is intended for outreach and education activities for hard-to-count populations located outside of New York City or the Long Island counties of Suffolk and Nassau within New York State.

The New York State Census Equity Fund (NYSCEF) invites proposals from nonprofits working to reach, educate, and mobilize hard-to-count populations to participate in the 2020 Decennial Census. Established in 2018, the NYSCEF is a funders collaborative that seeks to ensure a fair and accurate census count of all residents of New York State.

The NYSCEF is looking for mini-grant proposals from organizations that:
  1. Can demonstrate an existing relationship with the population and/or census tract(s) the grant will serve.
  2. Have projects in place that will be operational immediately after funding is awarded.
  3. Focus on increasing self-response rates.
  4. Serve areas of New York State outside of NYC and Long Island counties of Suffolk andNassau.
Examples of eligible activities include but are not limited to:
  • Buying or printing materials for Census outreach
  • Expanding technological capacity for use by people completing the census questionnaire online (e.g. buying an additional tablet computer or internet hotspot)
  • Convening costs (space rental, food, childcare, etc.)
  • Volunteer incentives, promotional materials, travel mileage

NYSCEF anticipates awarding a series of mini-grants ranging from $1,000 - $4,000.

Additional Eligibility Criteria:

Applicants must be a:
- Nonprofit or community organization holding a current tax-exempt status under Section 501(c)(3) of the Internal Revenue Code
- Recognized governmental entity including state, county, or city agencies such as health departments
- Educational facilities, such as K-12 public, private, or charter schools or school districts and higher education institutions
- Public Library servicing cities, towns, and villages.

Pre-Application Information:

Applications will be accepted on a rolling basis starting on February 5, 2020. This cycle will close when all funds have been awarded or on March 31, 2020, whichever occurs first. Notification of awards will occur 10 business days after submission.
