Grants to USA faculty at IHEs or individuals at nonprofits, government agencies, and for-profits for conservation research. A preliminary proposal must be submitted prior to a full application. Funding is intended to support community partnerships that will improve science-based management, to protect and restore the Long Island Sound and its natural resources through the implementation of the LISS Comprehensive Conservation and Management Plan.

The purpose of this Call is to support actionable research that produces and integrates information which fills identified gaps in understanding and extends the ability of managers to make informed decisions and take appropriate management actions to prevent, reduce, or mitigate anthropogenic stressors and enhance the health and sustainability of the Sound.

Topic areas address the focus areas (themes) of the 2015 Long Island Sound Comprehensive Conservation and Management Plan (CCMP): Clean Waters and Healthy Watersheds, Thriving Habitats and Abundant Wildlike, Sustainable and Resilient Communities, and Sound Science and INclusive Management.

This Call encourages the submission of larger-scale research proposals that combine topic areas or themes, embrace interdisciplinary approaches, or involve multiple partners to produce actionable, management-relevant outputs. Research outputs should provide explanations, models, or tools to understand and forecast the response of LIS to anthropogenic stressors and to support management measures to prevent, reduce, or mitigate these stressors.

The program will support one or two year projects. Proposals of any amount are welcome up to a maximum funding level of $1,000,000 ($500,000/year cap) and this must include all direct plus indirect costs.

Term of Contract:

Preliminary proposals are invited for the funding period of March 1, 2021, to February 28, 2023. The first year of the funding period covered by this Call for Preliminary Proposals begins on March 1, 2021. Allocation of year two funds, if applicable, will be contingent on satisfactory progress in Year 1, and availability of federal funding.

Additional Eligibility Criteria:

Pre-proposals from the following eligible categories will be considered for funding:
A. Faculty at universities and colleges,
B. Researchers at not-for-profit institutions,
C. Researchers who are personnel of state or local agencies, and
D. Researchers at for-profit institutions or companies.

Eligibility is not limited to individuals from New York and Connecticut. However, the primary professional base of the lead investigator must be in the United States. U.S. citizens located in other countries are not eligible. Federal employees and institutions are not eligible to receive compensation, equipment, or budgeted items of any sort, but they may be involved with the project. Students and NYSG and CTSG staff cannot serve as Principal Investigators, co-PIs, or Associate Investigators. Members of the STAC may serve as PIs or co-PIs and may receive funding under this initiative.

-March 16, 2020 -- Sea Grant announces Call for Pre-proposals
-June 8 -- Pre-proposals are due by 5:00 p.m. EDT
-August 12 -- Sea Grant notifies lead investigators about whether or not a full proposal is encouraged
-August 31 -- Sea Grant distributes to all lead investigators a summary of Pre-proposal Review Panel results for the submission
-October 30 -- Full proposals are due by 5:00 p.m. EDT
-December 18 -- Sea Grant notifies lead investigators about decisions
-January 8 -- Provide peer reviews and a summary of Full Proposal Review Panel results
-March 1, 2021 -- Year 1 funding starts; the completion, submission, and approval of a QAPP is required. No data collection can be conducted by PIs until a Quality Assurance Project Plan (QAPP) has been approved.
-March 1, 2022 -- Year 2 funding starts if a QAPP has been submitted and approved and Year 1 progress is satisfactory.

NEW THIS YEAR: This funding Call requires that at least 50% of the aggregate federal dollars awarded must be matched by non-federal funds. This Call therefore requires that proposals include at least a 50% match, i.e. $1 in non-federal match for every $2 of federal funds requested.
